Any app for iPad/iPod Touch that can organize existing videos from iTunes?

I was just wondering if there is an App that can organize my videos in iTunes to work on my iPad/iPod Touch and make various playlists, just like the Apple Music App does? I know about the Video (Apple's) App but I don't like the fact I can't organize and add playlists.

I am not sure about an actual app on the iOS devices, but you can use Photos (or any other image software if you are not on OS X) and make video playlists that sync back to your iOS device.
