Any clue what this screen means?

I've been a recent convert to Apple for about 7 years or so now. I am the resident Mac repair person wherever I am, be it family, work, etc.

That being said, a friend of mine, who is a Mac collector himself, recently purchased a Macintosh Classic with OS 6.0.7. When he booted it up, he has this strange screen. Again, I have a ton of experience with OS X, but nothing from this far back. Any clue what it could be? Is it a hardware issue? Does the OS just need to be installed? Any suggestions would be great! Thanks in advance!
