After moderately enjoying Any.do for a few weeks, I've become annoyed with a few glitches ... including soe related to the "moments" feature.

I'm thinking of switching over to TeuxDeux... but I thought I'd ask y'all experts:

What is the best app (that also has a web interface) for getting things done?

I've tried THINGS in the past. I also tried Wunderlist.

But what's the latest and greatest?

It's personal preference. For me, nothing beats 2Do. I have the beta 3.0 running (releasing officially soon) and it does everything I need it to.

Some other apps that are OK IMP are Carrot, Any.Do, Asana, and OmniFocus. Haven't touched Things for very long time. Another great contender IMO is Due.
