Hi,

I have 2 iPhone 4. 1 is 16 GB and another is 8 GB.
I want to swap these two phones with all data/settings and apps intact.
That is; Contents of 8 GB to move to 16 GB and vice versa.

What would be the easiest way to do?

iCloud is one option !

Easiest way would be to back up both phones (iCloud or iTunes), erase them, swap the SIM cards, if applicable, and then restore them from their alternate backup.
 
You also have to make sure that all you have in the 16GB is less than 8GB so that they can all transfer without running out of space.
