Any fix for making local weather show up again in Notification Center

If you add the weather widget to the Notification Center, the local weather either doesn't show up, or takes forever to, or just shows up at random. Should normally look like this:

I tried a variety of things and nothing seems to permanently fix this. This only seems to happen on Mojave, and it's happened on two different MacBooks, so it doesn't seem to be hardware related.
