gmail now allows pop access. Its a little flakey at times, but its not bad for a beta.

Not sure if this is what you are looking for, but as of last night (I think it's still going on) you can sign up for a 1 year web hosting service at http://www.dreamhost.com for less than $10 (normally $120). This includes e-mail and web services. Enter the code "777" for the Crazy Domain Insane prepaid 1 year plan. You can use IMAP e-mail services with their plan. Plus you get your own domain (such as debo.com).
