Hello,

I'm starting to develop iPhone apps and was wondering if it's ok to test my apps on a jailbroken iPhone 4. What are your recommendations?

I've been developing on a jb iPhone for a while now and haven't had any problems but you never know. It should be fine in theory but if you want to be 100% sure you should use a dedicated developer device like Apple recommends.
