AT&T was supposed to be one of the launch partners, and even though WatchOS 9.1 is already out with data roaming support, it doesn’t seem like AT&T has a clue about the feature.

I tried to reach out to AT&T support, on phone and on Reddit but they claim international roaming isn’t possible on Apple Watch. I have already seen someone have success roaming via AT&T in Canada but I want to know how it would work in International Day Pass countries (i.e. outside NA).

Not sure if this addresses your problem, but I just got back from Japan and took one call from a local number in Tokyo, and an iMessage from the USA while doing a convenience store run, while my phone was in my hotel room half a block away and 14 stories up.

I actually never thought about it at the time.

That was on your Apple Watch, right? If yes, I need to ask a few questions then :D

1. Was your Apple Watch connected to a WiFi network at all? Asking because if yes then it will use WiFi calling and not be roaming

2. Are you on AT&T? Did you get any charges for that day or was it free/included in the $10 you paid for IDP for your iPhone?

I thought about item 1, but as far as I could see every Wi-Fi password for every public network I had connected to in my last trip to Japan, in 2020, (hotel, Tokyo Metro, Toho bus line, etc) had been reset in the interim and needed new credentials. I didn’t bother with any of them. But sure, it’s possible.

Regarding 2, I literally just got back and haven’t looked at my detailed ATTWS statement-I also didn’t bother with IDP because I had a much better and cheaper eSim for data through GigSky.
