Title... basically set on buying an SS S3 but am wondering if and when they'll be out on refurb?!

Unknown. Just check Apple’s website periodically is my best guess. Craig’s List is a good source. Also, check Best Buy website for open box.

Apple never has never had a confirmed timeline of when they will offer a Series 3 refurbished Apple Watch or even what models. Keep Watch on main page articles, as Macrumors will usually announce it.
 
Best Buy has some refurbished S3's on their website: $34 discount on the regular GPS model and a $59 discount on the SS GPS model.

My experience is that BestBuy "refurbs" are not refurbished at all. They're open box items, and some have been activated with Apple and can be quite far along into their warranty period.

Which is all the more reason to inspect any open box items from Best Buy, as they do a horrendous job overlooking the device, accessories, etc.

My personal preference, I would purchased a refurbished Apple Watch directly from Apple if they were available.

Oh, totally. Apple refurbs are at least as good as new, and have a full warranty. Best Buy "refurbs" (which aren't) are a crapshoot. They have probably been used and returned, possibly because something is wrong with them, and the warranty may be on the verge of running out.

It's so variable. The MBP I'm typing this on had never even been turned on, so even the meager discount was nice. OTOH, I bought a Mini that had been used, then sat on BB's shelf for a long time. I would not have bought it except that it was the only quad core I could find (other than eBay). But you can return a BB purchase, so as long as you inspect what you've got and return it if something's not right (including, in my opinion, if the warranty is getting short) you should be OK.
