Any other upgrades in iLife '11 aside from Garageband, iPhoto, and iMovie?

Yes. It's just those that have received updates. It seems iWeb has been forgotten or something, along with the iPod Classic from September

What made you think so? On the contrary, Apple are giving us more flexibility, more options, more choices. I, for one, use only iPhoto and iWeb. So instead of having to spend $49-79, I could spend only ~$30. Makes sense?

On my mac mini iDVD has gone from version 7.0.4 to 7.1. I think version 7.1 can work together with iMovie and some other updated Apple apps.
