Any software that can control the functionality of your average external webcam?

I notice some webcams, such as Logitech C920, have their own software that can change a lot of features about the webcam, including flipping the view vertically or horizontally. I would like this same sort of functionality, except for my $20 external webcam, so these features carry over into any sort of video conferencing I do, whether it's zoom, twitch, or a Skype call. Is there software out there that will pair with my external webcam in this way?

In the App Store there's a couple including Mactaris' "Webcam Settings". You should probably confirm that it will work with your particular webcam model and macOS version.
