I am going to Europe for 3 weeks, traveling across multiple countries. I was wondering if I could purchase a service that would provide 3g connection for my iPad the entire trip?
 
No there really is not anything that I am aware of. In Every country it's probably your best bet to just go to a cell provider and get their sim card for a prepaid monthly rate. This could cost you 15€ per visited country but that's not too big of a bill to stay connected I suppose.

I have recently returned from a two week trip to Europe and the best deal I found that worked across Europe was with Vodafone. It was a prepaid service and was €2 Euro per day for 50Mb's of data.

It's called Vodafone Passport and I bought my sim card on eBay before I left. It came pre-activated and ready to go (just needed to be recharged). It was with Vodafone Ireland but could be used all over Europe.

This really was the best deal I could find and although 50MB's does not seem like much it was enough for me to stay connected.
