Search lock screen weather in the App Store but here are some apps from me doing just that...

I am afraid that all those apps just update static background picture (i.e. wallpaper) on your LockScreen thus pretending to show live info... AFAIK the LockScreen is not accessible for iTunes apps for such usage - only JB apps like "LockInfo" were able to breach that barrier...

So... for time being no big live weather on iPhone apart from iWidgets...
