Basically, I have 4 years worth of photos. I currently have 12GB worth of photos and videos. I want to back them up onto iCloud and have them there for historical purposes (kinda like how we keep old family albums in the closet) but I don't want them on my iPhone 6. I want to have my iPhone 6 empty so that I can start a new collection of pictures and videos.

Is there any way to do this?

iCloud Drive has a folder based interface on Mac, so you could download all your pictures to your Mac and then drop them in the iCloud Drive folder and should be good to go.

So from what I gather, transfer all photos to Mac, delete all photos on my iPhone, and then backup my iPhone to iCloud with an empty camera roll?

Transfer photos to Mac, put them in iCloud Drive folder.

It doesn't matter what you do after that you can delete the stuff from your iPhone if you wish.
