is there a way to backup my Apple TV 3 so that when I get my Apple TV 4 I can restore from a backup instead of having to set the whole thing up again and re enter all my passwords?
 
There is no way. However the Apple TV 3 has a nifty bluetooth feature that during setup you can just tap your iPhone onto the Apple TV and it will auto put in your wifi, iTunes, and Apple ID information. I would guess the new one will have similar.

Will that also transfer my Netflix and Hulu and HBO go log in passwords to the new Apple TV 4?
 
I don't think so, but there's really nothing that is saved into your Apple TV. Just log into your 5 or 6 accounts, and you're done. If you forgot them, then it's your responsibility to remember them! :)

Don't be such a douche. People have the right to worry about things and some people are paranoid/scared of certain things (not in an offensive way by any means).
