Any way to create a one button keyboard shortcut for a function key?

Part of the old MR guard.
Getting a bit tired of alternating between ctrl+1, ctrl+2, ...

Is there any way of creating a one-button keyboard mapping (possibly with a number/function(?) pad) for this?
