We are planning a kiddie party....is there any way to project (AirPlay, other way) a movie downloaded to an iPad or iPhone to a TV (with Apple TV, or something else) in a building that has no WiFi or network? I am thinking no, as Airplay does not seem to work without Wifi when I tried between my iPad and Mac. But wondering?
 
I can connect my iPad Air 5 to my TV via a cheap (Best Buy Insignia $20) HDMI - USB-C adapter. I don't know about HDMI to lightning adapters, but I'm sure someone else does. Which iPad are you asking about?
 
Airplay doesn't require a wifi network to operate. The participating devices will form them their own ad hoc network.

You just need to plug the AppleTV into the television. But if you're going to do that, you could also use an appropriate adapter to connect the iPhone or iPad directly to the television.
 
I think you can also do this by setting up a hotspot from the iPhone. I haven't tried it. But devices connected to the iPhone hotspot should be able to communicate with each other. Allowing Airplay from the iPad to Apple TV. But from what I found. The iPhone itself wouldn't be able to Airplay to the Apple TV. As it wouldn't be seen as a client device on the network.

Airplay doesn't need a wifi network to work. I should know, as I have been running an Apple TV in my classroom (not connected to any wifi network), and have been reliably mirroring my iPad to it every single day.

So simply connect your Apple TV to the external display, play the video on your iPad, and airplay it to the TV.
