Any way to shrink QT files without losing the timecode?

I need to make smaller versions of my some QT files for a project I'm working on so I can send them via DVD or Dropbox to the translator on my project. I've been using different things to export QT files to a smaller size - MPEGStreamclip, QT 7, QT Amateur - but each time I lose the time code.

Is there a way around this? How can I make much smaller QT files without losing time code?
