My iPhone 4S is on iOS 6.1.3 right now. iTunes tells me I can upgrade to iOS 8.0.2, but I've read that iOS 8 is slow on the iPhone 4S. Can I upgrade to iOS 7 instead?

No, no version of iOS is being signed any longer. The only option is stay where you are or upgrade to 8.0.2.
 
No, Apple is no longer signing iOS 7.1.2. Because of this, you must update to iOS 8.0.2 or whatever is currently being signed.
 
Apple = planned obsolescence A holes so no... no way to install an older version of iOS on hardware you bought (even if it runs better).
