It is new for the iPad in iOS 6.

The clock is actually a new app on the iPad, it wasn't there in iOS 5.

If you are talking about the Apple Clock app, I believe that clocks showing the time for locations during the day are white and those showing the time for locations at night are black.

Okay so it's normal. So I can keep my iOS 6 Golden Master update and I don't have to down grade to iOS 5 and then update to the official iOS 6. Cool.
