Can that be caused by software updates or is that entirely hardware? I feel like my phone was much more responsive in iOS 5/6.

What device are you using?

If your device was running iOS5 then it may just be that it's becoming a little dated.

iOS7 is designed to run best on more recent (more powerful) devices.

Not really related to the touchscreen itself, but that iOS7 is demanding more from your hardware which can slow it down.
 
When do you see the issue. Like mentioned it could be device dependent depending on the circumstance.

A lot of time my 4S won't react when I touch something but thats generally because the app is loading not because of a decrease in sensitivity. Notice this all the time when switching apps and it bring up what is basically a picture of where I left off so I can't touch anything until it reloads. Or on really heavy webpages that take time to load.

That makes sense, I have a 4S. This is relieving though to know I can expect an improved performance on the 6.
