I sometimes get this screen when I unlock my iphone and try to browse the web or use a network app. It looks like a Wifi auto-login, but I'm usually nowhere near wifi when it appears.

I can simply cancel it and continue, but it's annoying. Anyone have any idea what's causing it?

Perhaps your phone is automatically connecting to one of those unsecured wifi connections that require a login (like public wifi at restaurants or whatever)

Try turning on "Ask to join networks" in the Wifi menu in Settings.

That you know of. It's possible that the phone detected a wifi network you don't know about, perhaps because it's not sending out its name.
 
I've had that a few times, but only at home when my iPhone is connecting back to my Wi-Fi after rebooting the router. I can only imagine it comes up when it's trying to connect to a Wi-Fi network like charlituna said.

As far as I understand, the "ask to join networks" simply issues a pop up on your screen when it detects a new wifi network - it shouldn't have any bearing in this case because the iPhone doesn't try to connect to any wifi networks that aren't saved in the phone's memory.
