It does look like it came from me but I wonder did it? what passwords would I need to change? it came for a email I don't use often. from my domain.

It's a scam email and you should just ignore it. I've seen people complain about similar emails before.

Lazy choads! When this first popped up, they'd put in an old password of yours to at least give it a slight air of legitimacy.

It sounds more or less like the plot of Black Mirror "Shut Up and Dance."
When I searched the recommendation was to change your passwords. Since I never use a webcam I was not too worried

Yes, I did; they cited a password that I had last used well over a decade ago.
