Anyone got a Kodak Z730?

I've been looking at it online, and it looks pretty good. I want to try a bit more advanced photography, and try some extended exposure photos. I'm a total noobie to photography (I've only had 1 camera, it cost £30 :/)

Anyway, I saw this in the specs: "Shutter speed : 64-1/2000 sec." Does this mean 64/2000 - 1/2000 or 64 - 1/2000?
