Is it different for programs like Waze or Maps than it would be for TomTom or Garmin?
 
Thanks for the link! I tried to find one in search but it wasn't pulling up the right things.
 
I don't think the GPS chip itself uses "data" to do determine location but the applications that use GPS information may use data to download the maps you see or to use that data for items such as passport etc.
 
On Google Maps, the average data loaded from the cellular network for each step was 1.3MB. Apple Maps came in at 271KB – that’s approximately 80% less data!

Exactly. GPS does not use data, the mapping system that use the GPS input use the data.
