Anyone have any idea why Apple is delaying Developer Authorizations?

I submitted my enrollement application for iOS iPhone Developer under my company name. Apple asked for a Business License, so I faxed it to the number they provided. They called and said that since I was a Sole Proprietor, and they can't enroll a Sole Proprietor, I would need to resubmit as an individual.

I resubmitted as an individual and paid the fee with my debit card. After a couple of days, I hadn't heard anything, so I called them. Support said I "had to call my Debit Card provider", but they wouldn't/couldn't tell me why.

I called the Debit Card provider and they said the transaction was fine and pending, waiting for Apple to accept the payment. I called Apple back and they said they would "escalate" (whatever that may mean in the world of Apple).

It's been a over week now, and each day when I call, they say that the "proper team" has the file. Support says they can't tell me what the delay is, (they don't have access to that information), nor can they tell me how long it will take.

It isn't like I'm applying to National Security, with a background check so that I can have access to all of our military secrets.

This is a "simple"???? business transaction with a company that is supposed to have it's act together.

So, tell me, What in the world is the delay?
