Anyone having issues with system extensions in Security & Privacy prefs?

I know there's a known issue with VMWare, but others apps like BlueStacks aren't working and I'm presented with this message in Security & Privacy in System Preferences. It gets stuck and requires me to close System Preferences. I'll be prompted to Restart before new system extensions can be used, but I end up with the same message upon reboot.

I've had this every year with Bluestacks on MacOS in beta 1.
