I've never heard of anybody receiving a DOA Mac, but I'm sure its happened at least once. Thing is, all Macs are tested before Apple ships them. So the only way to get a DOA is if the shipping company damages it.

I work for an Apple reseller in Canada and I have seen quite a few Mac's that have been DOA...I've seen defective optical drives, to hard drives that fail within the first day or two. ANY electronic device can be DOA, EVEN a Mac..hardware is hardware...It has nothing to do with the shipping company damaging it. It's called quality control, and no company is great at it.
