Anyone in Downtown Los Angeles Ca having issues with Atts connection?

I can even load a webpage even thought it shows 3-4 bars. Wth is going on? Was hoping it is just an Att issue?

I was downtown early today, and was the data was a little slow. Normally that isn't the case DTLA, so I just assumed it was a temporary issue.
