I don't own one, but Touch Bar puts access to background media controls in an extra fifth Control Strip button (usually limited to four).
It's likely this is a glitch relating to background media playback, and could be fixed by rebooting.

You are correct! it's a glitch where the slot doesn't go away even after there is no media to scrub.

A restart or logout will make it go away.

This will probably be fixed in the next Sierra update or two.
