I cannot understand why the ipad's volume works the way it does. If you "mute" it, you can still turn the volume up and down and some/most apps will ignore the mute. If you don't mute it, but turn the volume all the way down instead, some apps will honor that while some will continue to play sound because it's not muted.

Why two sets of volume controls? Why are ANY apps allowed to ignore the fact that you muted it? Doesn't that completely defeat the purpose of mute? WTF? Anyone know why Apple's design team seriously dropped the ball here?

It's for notifications sounds. So if you're in a meeting and don't want disturbing pop-up sounds you can mute them without opening the case.

Exactly. Also, if you're watching a movie you can mute just the notification sounds while still having the sound for the movie.
