Anyone knows what is the name of the driver that controls the Keyboard Shortcuts?

eg, the one that controls the buttons which control the brightness/volume/stuff like that.

Apparently one of the newer drivers (3.1 I think?) doesn't allow you to rapidly change the brightness. I find it really troublesome and I want to revert to a previous version. Does anyone know which driver it is?
