Today while I was in an app, I used reachability to tap a button at the top, and before that animation finished, it allowed me to press a button and it would immediately pop back up the the top. It doesn't work this well on the Home screen, but works great in apps. It seems that Apple has figured out how to make it function better. When I was on 9.2 I always had my phone glitched to disable animations, and I used Reachability pretty much every time I unlocked my phone.
