According to notebookcheck.net (which should always be taken with a grain of salt), Sims 4 should run adequately on lower resolution and lower settings. Of course, its more a compromise than anything else but you should be able to play that game, if not as fluently as one might wish.
 
If so, is it playable?

No, not really at all. On minimum setting and low resolution, the rMB just can't handle it. The computer gets considerably warm, the mouse lags, the UI lags, and it's just overall not very responsive.

That's not to say I intended to play the game, but rather to see what the hardware limitations of the computer are.
