No bias intended towards or against it, new to MAC but PC geek for years. I only came across this software but figured with all the MAC experts on here that there might be other viable options from other software vendors.

So miles01110 do you know of any type of software out there for the MAC?

In any case, Cocktail isn't doing anything magical to the system; it just provides "chrome" over the various existing interfaces to the network stack.

So for instance, I could offer nano (a commandline text editor) as a suggestion for network performance tuning, since most of the network features of Cocktail can be replicated by editing /etc/sysctl.conf (example here: http://echeng.com/journal/2010/09/08/mac-os-x-snow-leopard-ethernet-optimization/ ).

To reiterate miles01110's point, however, can you be more specific about your network tuning needs? A user trying to get the highest possible performance from a NAS array is going to have vastly different options than a user trying to get a lower ping time in an FPS...

You need to learn how to provide relevant information. Since you most likely have no idea what you (or I) am talking about, I'll just assume you are tilting at windmills and will be just fine with the default installation of OS X. Enjoy.
