I'd used a similar Logitech microphone with no issues, but in order to do so I had to go to the Sounds control panel and set Input to the Logitech microphone.

If you're using a specific application, you may have to check the settings there as well.

I don't see anything like that in my iPad.
 
I have the exact same microphone. My jailbroken iPad with 3.2.2 and using Quickvoice works perfectly well as you would expect. Try that app?
 
I tried QuickVoice and it does work. I think I may actually prefer the iPad's microphone though.
