After rebooting a few times with my AT&T sim, I saw the carriers thing dissapeared in the settings menu. I tested with my t-mobile sim (doesn't have service but if the phone is unlocked it will say "No service" instead of hanging on that one fake bar) and it said invalid SIM card after reinstalling it. Uninstalled and reinstalled again. AT&T sim now works with Visual voicemail and MMS and when I pop the T-Mo sim in , it says No Service so I assume it is unlocked again.

I need an unlocked iPhone 4 for Europe in 2 days. Thanks :)
 
If ultrasnow installs correctly, you should have no problem switching between AT&T and T-Mobile. However, the unlock was the only thing installed, aside from cydia updates.
It is possible your cydia is getting corrupted by one of your other installed JB programs. You might have to uninstall everything, install cydia and add one program at a time.
