I was under the impression that this informal offering had ended quite some time ago?

A family member has an early-2013 15-inch that needs battery service (i.e., new topcase.) I called Apple to find out availability, provided the tech support agent the SN, and was informed that the battery was in-stock and the price for the service was $129.

I later realized the $129 price wasn't right for the retina - I recalled it being $199, and so I was worried that the battery I was told in stock might not be the one for that system. I called Apple back, requested a check on availability, and was then informed that it is out of stock everywhere local to me and was back-ordered. When I asked what options were available, I was told that Apple is still offering some exchange options and that the local Apple Store would be the one to go into the specifics.

I thought this was over? Was this just outdated information or is the $300 + trade in the old MBP for a new/refurb 2015/16/17 thing still happening? If so, that would be awesome - if not, the topcase replacement will also be great if it is no longer backordered.
