What would be better than paying someone else to take you somewhere?
You would be providing income to someone who, without your help, would perhaps be destitute.
Find someone who will take you for free - but, more than once will be pure luck, I suppose.
Don't want to keep paying other people to drive you around?
Drive yourself?
Ride a bike?
Both of those choices mean that you don't need to get another ride to return home, which, to me at least, is better immediately.
Then, you could walk, with the health benefits that come from that, as a result, that should also be better for you than sitting in someone else's car.

That's a pretty big interpretation of "local". At least narrow it down to a city.

New York, Miami, San Diego, Seattle, and Chicago will all have different answers.

Answers may also depend on where you're trying to get to or from. For example, if starting at an airport, you might use mass transit, car rental, or cabs. If going between an airport and a hotel, many have a free shuttle service.

And that's not considering budget, or the time duration or frequency (how often you expect to need transportation).
