Nope. But, if you want to change the carrier logo on your iPhone 4, you can Jailbreak your 3G or 3GS, use MIM or some other app to change your logo, back up your jailbroken 3GS and then restore your iPhone 4 from that backup.

Carrier logo will carry over. That's how I have mine on my iP4.

Yeah it's a lot of work but thats pretty much the only way of doing it. Thats how I did mine.

Yes, there was a way on the 3G and 3GS, that didn't require a jailbreak. You can hack an .ipcc file to change it, but I'm not sure if you can do that yet with the iPhone 4.
There was also another one that didn't require a jailbreak, but I can't remember the name. Captain Crunch maybe?
