Settings>General>Home>turn off iPod Controls. This is for 3.1.3, I'd assume its similar if not the same on 4.0.
But the OP said when the device is locked.
When it's locked, there's no way to change what happens when you double-tap the home button.
Turning off iPod Control works on the lock screen as well. I just tried it.

The only way I know of is to jailbreak and use Activator (free) to assign that button sequence a different function.
i know this is an old post, but is there any way to do this on iphone 4/ios 5.0.1?
i've tried lots of things, the ipod app is now music, and doesn't have that option.
