When you turn on Personal Web Sharing it says you can visit the site at either the machine's address (http://192.168.1.2 for example) or you can visit user sites at the machine address/~User. I see where/how the user sites are managed, but how do you get a site that is just at the machine address not in a use folder?

Simple. Access the machine address (or localhost, if you're on the same machine as the web server) in your web browser.

For the example you gave, it's just http://192.168.1.2/.
EDIT: You want to edit the machine site? The folder you're looking for is /Library/WebServer/Documents (where / is the root of Macintosh HD, or whatever your booted drive is if you renamed it).
