APFS ssd disk compared to HFS+

I have two 1TB external disks that I use for backups: full backups of the same iMac.
The APFS [SSD] has a lot less room available than the HFS+.
Wasn't APFS supposed to have a better space management beside performance? Why the size difference if they both started at 1TB?
