App Backers Website?

I am working on my first App but I don't have the money to hire a developer. Today I spoke with an employee from a website called iPhoneAppQuotes.com who gave me an estimate quote for my app. When I told him I didn't have much of a budget and asked him what he recommended, he told me about some websites where I can post my ideas (without them getting stolen, somehow) and people would pay to basically "buy stock" in my app. That money would go towards development, but when the App was released, they get a percentage of the money. However, the man I spoke to didn't know the name of the website off the top of his head. I have tried Googling it but have not been able to find anything. Does anyone know of any websites like this?
