App background replaced by icons

Hi,

I have a problem with the backgrounds in apps (Safari and Mail) where the background has been replaced be icons. I have added an image below with arrows pointing to the bookmarks bar and the top of the screen (icons revealed when scrolling down when already at the top of the page, if that makes sense?)

Machine is a 2013 MacPro running 10.9.3

Any suggestions to fix this?
