App download problems lately

Anyone having app download problems lately? Apps download halfway and stop, then you have to stop and resume to get them to finish, and also "app could not be downloaded at this time" errors.

Wondering if Apple is having problems with their CDN.

No issues here on 8.3, however when I download an app I do not see the icon just the blank icons like in the picture. Sometimes after the download the normal icon appears,sometimes I need to reboot. I don't know why but it annoys me
