App for iPad Pro that Allows Annotating on Images (with Pencil)

Hi all, can someone recommend me an app that allows images in my camera roll to be opened and annotated on, even if the image is imported to the app, that is fine too. I was under the impression Evernote would do this such as clipping a web page and allowing annotations.

Also is there an app that converts writing with Apple Pencil to digital text?

You can annotate images in evernote after you insert them into a note. Goodnotes allows you to do the same thing, insert an image then draw on it.
Goodnotes also can convert handwriting to text. Onenote can probably do those things too.
