iPhone App icon bar, blank icons?

Anyone else having this issue, a bunch of the app's in the App Icon Bar above the keyboard have missing icons (they look like white blueprints). Seems like when an app gets an update it may or may not lose its icon. Rebooting does not fix, any info on how to fix it?

On iOS 13.1.3, 11 Pro Max.
