When I press the crown to look at all my apps, they're all the normal sized icons, instead of the ones that are closer to the edge of the screen being the small little dots. It's been this way for a while, but I never thought much of it. Then we got my dad a watch for Fathers day and after helping him set it up, I kinda realized I had forgotten how it used to look.

Is this a setting that I changed somewhere or is it some kind of bug?
 
Try Settings > General > Accessabilty > Reduce motion on the Watch app. Pretty sure that does what you’ve described.
 
not a bug anyway. That's just how the springboard/homescreen of the watch works. If you pan across the dots, the get bigger, others get smaller.

the problem is mine DOESN'T make some bigger and others smaller while I pan across them
