Could this be done purely through a app?

Idea in a nutshell: iPad is the brain and plugged or projected onto a display, and then the iPad physical screen is one big fully optimised keyboard with all the functions we would want.

Is iOS open enough that someone could make an app that makes the screen into just one big perfect keyboard with all the keys we would want plus some sort of track pad (some how tapping into the 2 finger touch track pad already existing in ios) so that the hole screen realestate is just one big touch control centre.

Possible?
